Credential gating
Credential gating is a rule that stops a worker being dispatched to a shift unless the certificate that shift requires is on file and unexpired. The check runs at the moment of assignment rather than at audit time, so a lapsed card is caught before the worker travels.

Tracking a certificate and gating on it are different things. A spreadsheet of expiry dates is tracking: it tells you what lapsed only if somebody opens it and looks. Gating is the check that happens by itself at the moment it matters, when a name is about to go on a shift.
The gap between the two is where the exposure sits. The agency is the employer of record, so the obligation is the agency's, and having had it on a list is not a defence when the card expired three weeks ago and the worker was on site yesterday.
A gate needs three things to be real. The requirement has to be attached to the role or the site rather than remembered by a coordinator. The document has to be on file with its expiry date. And the block has to be a hard stop at assignment, not a warning, because warnings get clicked past at four in the morning.
The renewal side matters as much as the block. A gate that only blocks produces a shift you cannot fill. A gate that also texts the worker at 90 days, two weeks, and three days before expiry produces a renewed card and a shift you can fill.

It is enough to record them and not enough to enforce them. A spreadsheet cannot stop a dispatch, and the check only happens when somebody remembers to look. The failure is not the spreadsheet itself, it is that nothing connects it to the moment of assignment.
